ITANAGAR, Jun 08: All Arunachal Pradesh Students Union (AAPSU) president Takam Tatung yesterday urged the NESO and All Assam Students Union in particular to educate people of Assam about maintaining brotherhood among NE states. He said this during a rally organised by NESO at Guwahati in protest against the discrimination meted out to NE people and students in various parts of country. Besides the AAPSU president, other members of AAPSU led by Tatung participated in the rally. Drawing reference of recent boundary skirmishes in Likabali, Tarasso and constant harassment of Arunachalee citizens by Assam police while passing through Assam, Tatung called for end to such discrimination. “If we do not respect the sentiment of each other, how can we expect mainland Indians to respect us. We should stop harassing each other and stand united, that will send strong message to those who discriminate NE people,” stated Tatung.

Two houses gutted
ITANAGAR, Jun 08: Two houses were completely gutted down in a fire accident at Talo village, Lower Subansiri District in broad daylight on June 6. The house owners Nich Yaniam and Licha Yeri lost properties worth lakhs of rupees in the fire mishap. The cause of fire is yet to be ascertained.
Meanwhile, Swtam Aajin Society visited the spot and donated blankets, utensils and some cash amount to the fire victims. The society appealed to the Lower Subansiri Deputy Commissioner and Additional Deputy Commissioner, Yachuli to provide necessary help to the fire victims immediately.

ITANAGAR, Jun 08: Lower Subansiri District Nyishi Students’ Union (LSDNSU) today alleged that executing department and contractor had grossly violated the guidelines in constructing Anganwadi centre building and EGS school building at Sikhe. LSDNSU claimed that a single building was constructed to house both Anganwadi centre and EGS school whereas it has separate sanctions. It further stated that despite repeated complaint lodged by concerned public against the works, the department had released the payment and accepted photos without proper verification. Associations decry shortage of NRHM doctors
ITANAGAR, Jun 08: The Unemployed Dental Surgeon Association of Arunachal Pradesh (UDSAA) and the Arunachal Pradesh Unemployed Ayush Doctors Association (APUADA) today claimed that State NRHM is being run without doctors to serve its rural population after the State govt had regularized the services of 68 GDMOs (general duty medical officers) under health service department. All the regularized GDMOs were earlier appointed under NRHM on contractual basis, it said.
With the regularization of 68 GDMOs ( 28 Allopathy, 21 Homeo, 6 Ayur and 13 Dental) “which had been done without any notification or informing the govt of India”, the State NRHM has left with just 17 doctors (12 Allo, 2 Homeo, l Ayur & 2 Dental) for the whole state of Arunachal, the Associations claimed.
It further said that not a single post of GDMO has been recruited since March 2012 under NRHM, which is likely to get extension for another five years. The associations, demanded immediate removal of the Mission Director accusing him of failing to clarify on NRHM fund allocation and manpower distribution in the State specially in the rural areas.

Meanwhile, the ‘Talom Brother’s Union’ of Pasighat has appealed to the state government to grant financial assistance to the budding tennis player to meet the expenses in participation of tennis tournaments. The general secretary of the union Tarin Talom appealed to the Adi Bane Kebang, Adi Students’ Union and other local organizations to encourage and extend moral support to him in this hour of need.
Though Minkghi was selected to train in Wholeistic Tennis Academy at New York, his trip to USA is being delayed mainly due to passport and financial problems.His father Dr. Tarik Talom had applied for financial help and assistance to the Director of Sports and Youth Affairs, the Director of School Education and to the Secretary, Governor of Arunachal Pradesh. But no response has been received so far, Dr. Talom rued.
According to Dr. Talom, playing tennis is very expensive. He exclaimed that barring Arunachal Pradesh, the players of other states are provided all required facilities and necessary support by their respective state government.
Mingkhi is regularly taking part in AITA Tennis tournaments all over the country. He will be proceeding to Patna, Bihar for another two AITA Tournaments after conclusion of the ongoing tournament at Guwahati.

ITANAGAR, Jun 08: With active supports from people of Pasighat in particular and East Siang in general, the Pasighat Peoples’ Welfare Committee (PPWC) sponsored 24 hrs Pasighat bandh came to an end this evening.
However, despite repeated appeals and pressure from PPWC and general public of the district, the government is still not sure to address the demands for renovation of Yembung and Sille Hydel and other public grievances.
During the bandh government offices and business establishment remained closed. Surprisingly, the people who are demanding improved power scenario, have enjoyed uninterrupted power supply within the Pasighat township during the bandh period. One questions whether the uninterrupted power supply is meant only for bandh period or to continue in other days to the delight of general people. Meanwhile, PPWC expressed its displeasure over the alleged failure of elected representatives of East Siang district to redress the grievances of the people of East Siang. Keeping mum on the burning issues shows elected representative’s lack of concern for the people, it said.
Expressing resentment over the adamant attitude of the state government and the concerned department on the crucial issues, the Committee decided to convene a general public meeting on June 14 at Pasighat General Ground regarding its proposed 72 hrs Pasighat bandh. It also appealed to all the elected representatives of East Siang district to participate and express their stand on the crucial issues.
Meanwhile, supporting the movement being launched by PPWC, All East Siang District Students’ Union (AESDSU), Adi Students’ Union (AdiSU) East Siang Unit slammed the state government for indifferent attitude shown to the genuine demand of the people which has been pending for the last few years.
It blamed the state government for its lack of political will to expedite the process to bring an end to people’s misery. The Unions urged the Chief Engineer (Power) Middle Zone to immediately direct the Aalo and Rumgong electrical division to sort out the local problem to complete the 132 KV line which has been already completed by the Pasighat electrical division in its jurisdiction.

Fire extinguishers mandatory for all private schools in West Kameng
BOMDILA, Jun 08: West Kameng Deputy Commissioner Rinchin Tashi made it mandatory for all the private schools to have Fire Extinguishers installed in every building and hostels with proper training of the operation on or before July 31.
Addressing the first ever review meeting on the performances of the private schools in the district here today, Tashi said unannounced visits would be conducted by the District Administration and the Education Department to take stock of the academic progress and the implementation of the safety norms and other precautions being taken for the safety and welfare of the school children. Necessary actions including recommendations for cancellation of Licenses to run the schools would be initiated against the defaulters, he cautioned.
The meeting assumed significance as all the Chairpersons, Principals, Head Masters and representatives of all the 39 Private schools including that of the BRO and the Christian missionaries attended the performance appraisal meeting.
Tashi called upon the managements of the private schools to play the role of a good samaritan in making the society completely literate. Opening schools with profit motive alone would do no good without responsibilities, he said..
On a humanitarian note, he urged the managements to take in orphaned children and make a them worthy citizen. This act of compassion would go a long way in defining and shaping the humanity, he observed. Also, Tashi advocated for taking the parents into confidence before making further hikes in the school and hostel fees.
Concerned over the large number of private schools still unrecognized; 19 to be exact in the district, which is a gross violation of the government’s order, the Deputy Commissioner extended a grace period of two months till July 31 for obtaining the No Objection Certificate (NOC) from the District Administration. The matter would be taken up in a different light if not complied with, he impressed.
Earlier, Deputy Director School Education Marken Kadu going at length on the State government’s guidelines reiterated that the private schools too come under the purview and control of the education department and as such the prevalent guidelines, rules and regulations framed by the state government are applicable to them. This makes them responsible and accountable to the society and the government, he said. For imbibing moral growth in the children and achieving academic excellence, the DDSE directed the school Managements to compulsorily implement the Continuous and Comprehensive Evaluation which also is mandatory under the Right to Education (RTE).

The Forum condemned the use of forces to deal with the “legitimate, democratic, peaceful and non violent peoples’ protests” against hydro projects in Arunachal Pradesh, Assam and in other parts of the North East. It urged the authorities concern to create a conducive atmosphere in the region, free of state brutality and repression, to start an immediate dialogue with the protesting communities and groups to listen to their concerns.
The Forum further demanded the Arunachal Pradesh Govt to review all the Hydro Power MoUs of Arunachal Pradesh. “The hydro MoUs/MoAs were signed with power developers many of whom are completely new to dam building. Moreover, the projects are being developed without any meaningful consultation with the affected communities, the Forum said.
The Forum urged the authorities to respect the voices and concerns of the affected communities and stop going ahead with all those projects which do not have a clear mandate from the local people.

Nabam Atum conferred ONE Indian Award
ITANAGAR, Jun 08: Nabam Atum, the renowned social activist and former chairman of Arunachal Pradesh Public Service Commission, who worked selflessly for creating a sense of nationalism among the people of North East India was on Monday felicitated with the ONE Indian Award 2012 by My Home India (MHI), a non government organization. The award was presented to him by Gujrat Chief Minister Narendra Modi at a function organized at the Ravindra Natya Mandir in Prabhadevi, Mumbai.

Gujrat CM Narendra Modi appreciated Atum’s work and came down heavily on Central government for neglecting the North East India. Modi said North East India has tremendous potential for generation of electricity through hydel power projects, but the government is negligent to it.
Modi said that his government has offered all the north eastern state governments to send about 200 policemen each to Gujrat for a period of two years, which would help know each other’s culture better through cultural exchange programmes. He said that Gujrat government is ready to bear the expenses for those police personnel during their stay in his state.

JAIRAMPUR, Jun 08: May 31, the day when the entire nation was experiencing the temperature
of Bharat Bandh called by the country’s principal opposition party in protest against
unproportionate rise in petroleum and other products, a catastrophic incident silently
transpired in turbulent Tirap River at Old Khamdu village, 8 km from Jairampur town
in Changlang district. On the fateful Thursday a six-
On reaching their destination, Sange Longthen, Anil Pradhan and Deep Dutta, who carried mobile generators and fishing nets, boarded a tiny country boat and headed for the hunt. But the boat after fleeting few metres downstream suddenly lost control due to overload and within no time the turbulent current swallowed them while UD Deputy Director and others witnessed the tragic end of three young lives helplessly from the bank. The trio didn’t even realize that the donggi (country boat) had cracks that were detrimental to ferrying. By the moment they realized it was too late to escape from the jaws of death. A case was registered vide Jairampur PS UD Case No. 06/12 u/s 174 CrPC.
On the day of doom, only the body of Longthen could be recovered that prompted the
angry relatives of Anil Pradhan and Deep Dutta to gather near Police Station, Jairampur
in large numbers and tried to manhandle the frightened deputy director. They were
demanding to take them to place of occurrence and immediate recovery of bodies. But
Miao OC R. Rawat had rushed there as soon as the mishap occurred to assist Jairampur

The bodies of Anil Pradhan and Deep Dutta were recovered on June 2 only after intervention of Miao Police led by SDPO Miao M. Gambo and OC R. Rawat who managed fisherman from neighbouring Assam to fish out the bodies. The bodies were recovered from such a place where there was no route by land because of steep gradient of slope and dense forest with bushes, bamboos, canes and other thorny species making next to impossible for transportation of corpses. ASI L Yeshi, Ct. D Lamra and other police personnel handled the decomposed corpses with naked hand while SI R Rawat OC PS Miao held inquest over the dead bodies. ASI L. Eshi prepared a stretcher like bamboo boat (Woan in Singpho dialect) which was unique, innovative and interwoven with traditional method. They brought the corpses through river course in upstream direction covering a distance of more than 1 km as there was no other way to budge the bodies other than the risky river route.
The police team under the command of SDPO M. Gambo toiled more than 60 hours despite unfavourable weather conditions risking their lives to accomplish their mission with sheer determination, dedication, sincerity, discipline and self confidence.
In Arunachal, the police are treated as mere tool to deal with law and order. Citizens
often tend to forget that the police are responsible for ensuring them secured slumber
without an iota of fear for wrong doers. The amount of hardship they faces while
rendering their duty is never recognized nor seen by the public and the government

Miao Mini Zoo gets public attention while Zoo staff struggle without salary

MIAO, Jun 08: After the Zoo Authority of India provisionally granted recognition to Mini Zoo, Miao under Section 38 H of the Wildlife Protection Act for a period up to 31 October 2014 subject to compliance with some incentives, the process to find an alternate land has started. The existing Mini Zoo area is small and will not fulfill the laid down norms of Mini Zoo. The alternate site is therefore urgently required so that Master Plan for Mini Zoo can be prepared and submitted to the Zoo Authority of India (ZAI).

As per ZAI guidelines many structures and parks will be coming up in the zoo like visitors shed, separate enclosures for various species of animals, visitors shed, veterinary unit, quarantine ward, post mortem room, CC footpath, modern drainage system, culverts, new water supply, new lawn and gardens, deer park, pond for crocs, children and recreation park, staff quarters, interpretation centre, standoff barriers and fodder plantation. If these structures and parks come up, will the site be sufficient? However, the leaders of Miao Singpho are likely to sit for discussion and help in finding a suitable land. Any wrong planning will only warrantee problems in future. There are many visible instances of wrong planning. It is wise to have a glimpse of the past.
But till the suitable land is finalized and master plan is approved the existing zoo needs to be maintained. NNP (PT) authority is helpless as there is no flow of funds for the zoo. The handful of staff that looks after the zoo does not get their hard earned salaries in time. There is monthly requirement of food for zoo animals and an amount of Rs. 81, 000 is required monthly for purchase of their food items. The pending bills against supply of animal food item amounts to Rs. 6, 48, 000 from October 2011 to May 2012. The zoo needs Rs. 1, 05, 990 monthly for payment of salaries to five regular staff and Rs. 57, 000 to 10 casual staff. These poor casual staff are running without salary since the last four months. The pending salaries from February to May reaches the figure of Rs. 2, 28, 809. The shop keepers of Miao Township have stopped supplying rations on credit to these casual staff for non clearance of existing credits. They are actually in dire straits.
The reason for not releasing the salary of workers in time is not understandable
but the practical problems of varied magnitudes experienced by the poor workers can
be gauged. But still they render their duties sincerely and efficiently. Their hospitality,
sincerity and efforts attracted 8, 100 visitors to the zoo in the last two years
as per records based on sale of tickets. Therefore, they deserve encouragement and
