24-hr Pasighat bandh ends, people decry Govt. adamant attitude

ITANAGAR, Jun 08: With active supports from people of Pasighat in particular and East Siang in general,  the Pasighat Peoples’ Welfare Committee (PPWC) sponsored 24 hrs Pasighat bandh came to an end this evening.

However, despite repeated appeals and pressure from PPWC and general public of the district, the government is still not sure to address the demands for renovation of Yembung and Sille Hydel and other public grievances.

During the bandh government offices and business establishment remained closed. Surprisingly,  the people who are demanding improved power scenario, have enjoyed uninterrupted power supply within the Pasighat township during the bandh period. One questions  whether the uninterrupted power supply is meant only for bandh period or to continue in other days to the delight of general people.  Meanwhile, PPWC expressed its displeasure over the alleged failure of elected representatives of East Siang district to redress the grievances of the people of East Siang. Keeping mum on the burning issues shows elected representative’s lack of concern for the people, it said.

Expressing resentment over the adamant attitude of the state government and the concerned department on the crucial issues, the Committee   decided to convene  a general public meeting on June 14 at Pasighat General Ground  regarding its  proposed 72 hrs Pasighat bandh. It also appealed to all the elected representatives of East Siang district to participate and express their stand on the crucial issues.

Meanwhile, supporting the movement being launched by PPWC, All East Siang District Students’ Union (AESDSU), Adi Students’ Union (AdiSU) East Siang Unit slammed the state government for indifferent attitude shown to the genuine demand of the people which has been pending for the last few years.

It blamed the state government for its lack of political will to expedite the process to bring an end to people’s misery. The Unions urged the Chief Engineer (Power) Middle Zone to immediately direct the Aalo and Rumgong electrical division to sort out the local problem to complete the 132 KV line which has been already completed by the Pasighat electrical division in its jurisdiction.

The dilly-dallying tactics on part of the Aalo and Rumgong electrical division for the erection of tower under NLCPR scheme is uncalled for, it added.

The conglomeration of students unions also urged the other component of the department like Department of Hydro power Development (Civil & Electro Mechanical) to take up immediate step so that people of the district get sufficient power supply throughout the year.

The DPHD Pasighat division needs to make its stand clear as to how much power it  could supply from Rina Micro Hydel to Pasighat area.

Fire extinguishers mandatory for all private schools in West Kameng

BOMDILA, Jun 08: West Kameng Deputy Commissioner Rinchin Tashi made it mandatory for all the private schools to have Fire Extinguishers  installed in every building and hostels with proper training of the operation on or before July 31.

Addressing the first ever review  meeting on the performances of the private schools in the district here today, Tashi  said unannounced visits would be conducted by the District Administration and the Education Department to take stock of the academic progress and the implementation of the safety norms and other precautions being taken for the safety and welfare of the school children. Necessary actions including recommendations for cancellation of Licenses to run the schools would be initiated against the defaulters, he cautioned.

The meeting assumed significance as all the Chairpersons, Principals, Head Masters and representatives of all the 39 Private schools including that of the BRO and the Christian missionaries attended the performance appraisal meeting.

Tashi called upon the managements of the private schools to play the role of a good samaritan in making the society completely literate. Opening schools with profit motive alone would do no good without responsibilities, he said..

On a humanitarian note, he urged the managements to take in orphaned children and make a them worthy citizen. This act of compassion would go a long way in defining and shaping the humanity, he observed. Also, Tashi advocated for taking the parents into confidence before making further hikes in the school and hostel fees.

Concerned over the large number of private schools still unrecognized; 19 to be exact in the district, which is a gross violation of the government’s order, the Deputy Commissioner extended a grace period of two months till July 31 for obtaining the No Objection Certificate (NOC) from the District Administration. The matter would be taken up in a different light if not complied with, he impressed.

Earlier, Deputy Director School Education Marken Kadu going at length on the State government’s guidelines reiterated that the private schools too come under the purview and control of the education department and as such the prevalent guidelines, rules and regulations framed by the state government are applicable to them. This makes them responsible and accountable to the society and the government, he said. For imbibing moral growth in the children and achieving academic excellence, the DDSE directed the school Managements to compulsorily implement the Continuous and Comprehensive Evaluation which also is mandatory under the Right to Education (RTE).

The district with 39 Private and 175 government schools including a Degree College should be sufficient enough to cater to the educational needs. But with a current literacy rate of 69.40%, the journey is still incomplete and the destination  far-off. There is a need for concerted effort by all the stake holders. Vision, commitment and follow up actions could do wonders in accelerating the pace of education in the district. DIPRO

Don’t use armed forces against dam protestors: Forum

ITANAGAR, Jun 08: All India Forum of Forest Movements (AIFFM) has urged the Arunachal Pradesh Govt to stop use of armed forces in dealing with mass protests against construction of big  dams in Siang belt, Dibang Valley and other parts of Arunachal.

Pointing out the reported use of force for public hearing for hydro project in Siang belt, the Forum said high-handed approach displayed by both Assam and Arunachal Pradesh against the protesters of dam in recent past is a clear violation of the democratic rights and aspiration of the indigenous and river basin communities.

The Governments’ response to the democratic, peaceful and non-violent protests has been insidious to say the least. In Siang and Dibang Valley, public hearings had to be cancelled because of people’s opposition to hydro projects many a times in the last five years, the Forum claimed and added that  police and para military forces were amassed as a show of brute strength by the State to forcibly organize the public hearings. The tactics to muzzle the dissenting voices against destructive development projects are on the increase in Arunachal Pradesh, the Forum added.

The Forum condemned the use of forces to deal with the “legitimate, democratic, peaceful and non violent peoples’ protests” against hydro projects in Arunachal Pradesh, Assam and in other parts of the North East. It urged the authorities concern to create a conducive atmosphere in the region, free of state brutality and repression, to start an immediate dialogue with the protesting communities and groups to listen to their concerns.

The Forum further demanded the Arunachal Pradesh Govt to review all the Hydro Power MoUs of Arunachal Pradesh. “The hydro MoUs/MoAs were signed with power developers many of whom are completely new to dam building. Moreover, the projects are being developed without any meaningful consultation with the affected communities, the Forum said.

The Forum urged the authorities to respect the voices and concerns of the affected communities and stop going ahead with all those projects which do not have a clear mandate from the local people.

Opposing the on-going construction of Lower Subansiri Project, the Forum called upon the authorities to take note of the various independent studies on the downstream impact of the Lower Subansiri project.

The Forum also called on the authorities  to respect the United Nations Declaration on the Rights of the Indigenous Peoples on the important issues of free and prior informed consent.

Miao Police deserves admiration and recognition for their heroic service

Pissi Zauing

JAIRAMPUR, Jun 08: May 31, the day when the entire nation was experiencing the temperature of Bharat Bandh called by the country’s principal opposition party in protest against unproportionate rise in petroleum and other products, a catastrophic incident silently transpired in turbulent Tirap River at Old Khamdu village, 8 km from Jairampur town in Changlang district. On the fateful Thursday a six-member team set off for Tirap River at Khamdu to slay egg laden helpless fishes. The team was led by Urban Development Deputy Director George Joseph, Drivers Sange Longthen (40) of Tawang; JCB Operator Anil Pradhan (29) of 9 Mile Jagun and Deep Dutta (30) of Miao.

On reaching their destination, Sange Longthen, Anil Pradhan and Deep Dutta, who carried mobile generators and fishing nets, boarded a tiny country boat and headed for the hunt. But the boat after fleeting few metres downstream suddenly lost control due to overload and within no time the turbulent current swallowed them while UD Deputy Director and others witnessed the tragic end of three young lives helplessly from the bank. The trio didn’t even realize that the donggi (country boat) had cracks that were detrimental to ferrying.  By the moment they realized it was too late to escape from the jaws of death. A case was registered vide Jairampur PS UD Case No. 06/12 u/s 174 CrPC.

On the day of doom, only the body of Longthen could be recovered that prompted the angry relatives of Anil Pradhan and Deep Dutta to gather near Police Station, Jairampur in large numbers and tried to manhandle the frightened deputy director. They were demanding to take them to place of occurrence and immediate recovery of bodies. But Miao OC R. Rawat had rushed there as soon as the mishap occurred to assist Jairampur IO Sub-Inspector A. Hari for not being in a position to go to the place of occurrence owing to ill health demonstrated his policing experiences and prowess that helped him sink the tension. Had OC Rawat not been there, the situation could have gone out of control, SDPO M. Mihin recalled the tense moment that could have transformed into interstate problems had it not been dealt intelligently and maturely.

The bodies of Anil Pradhan and Deep Dutta were recovered on June 2 only after intervention of Miao Police led by SDPO Miao M. Gambo and OC R. Rawat who managed fisherman from neighbouring Assam to fish out the bodies. The bodies were recovered from such a place where there was no route by land because of steep gradient of slope and dense forest with bushes, bamboos, canes and other thorny species making next to impossible for transportation of corpses.  ASI L Yeshi, Ct. D Lamra and other police personnel handled the decomposed corpses with naked hand while SI R Rawat OC PS Miao held inquest over the dead bodies. ASI L. Eshi prepared a stretcher like bamboo boat (Woan in Singpho dialect) which was unique, innovative and interwoven with traditional method. They brought the corpses through river course in upstream direction covering a distance of more than 1 km as there was no other way to budge the bodies other than the risky river route.

The police team under the command of SDPO M. Gambo toiled more than 60 hours despite unfavourable weather conditions risking their lives to accomplish their mission with sheer determination, dedication, sincerity, discipline and self confidence.

In Arunachal, the police are treated as mere tool to deal with law and order. Citizens often tend to forget that the police are responsible for ensuring them secured slumber without an iota of fear for wrong doers. The amount of hardship they faces while rendering their duty is never recognized nor seen by the public and the government higher-ups. The recovery of the three bodies from Tirap River after struggling for three days was not a bed of roses. The operation was carried out without any logistic support and technical expertise whatsoever. Therefore, the police team in question deserves every appreciations and reward from the state government and police HQs for the example they have set so that it would boost their morale and ethical police working culture. The recognition would also encourage and promote them to become finest police officers and personnel in the days to come and serve the society with utmost sincerity, integrity and discipline. The police are not to be bullied but respected, they are our strength.

Miao Mini Zoo gets public attention while Zoo staff struggle without salary

Pissi Zauing

MIAO, Jun 08: After the Zoo Authority of India provisionally granted recognition to Mini Zoo, Miao under Section 38 H of the Wildlife Protection Act for a period up to 31 October 2014 subject to compliance with some incentives, the process to find an alternate land has started. The existing Mini Zoo area is small and will not fulfill the laid down norms of Mini Zoo. The alternate site is therefore urgently required so that Master Plan for Mini Zoo can be prepared and submitted to the Zoo Authority of India (ZAI).

To find a suitable site for the shifting, a meeting was held in the office of FD on June 5. Most prominent public leaders and officers in the meeting were only interested in meeting the demands of ZAI and not in making the zoo full-fledged in future. The site at Bat camp has mere 7-8 hectares and if this land is finalized, the problem faced by the mini zoo today will re-surface after 10-15 years.

As per ZAI guidelines many structures and parks will be coming up in the zoo like visitors shed, separate enclosures for various species of animals, visitors shed, veterinary unit, quarantine ward, post mortem room, CC footpath, modern drainage system, culverts, new water supply, new lawn and gardens, deer park, pond for crocs, children and recreation park, staff quarters, interpretation centre, standoff barriers and fodder plantation. If these structures and parks come up, will the site be sufficient? However, the leaders of Miao Singpho are likely to sit for discussion and help in finding a suitable land. Any wrong planning will only warrantee problems in future. There are many visible instances of wrong planning. It is wise to have a glimpse of the past.

But till the suitable land is finalized and master plan is approved the existing zoo needs to be maintained.  NNP (PT) authority is helpless as there is no flow of funds for the zoo. The handful of staff that looks after the zoo does not get their hard earned salaries in time. There is monthly requirement of food for zoo animals and an amount of Rs. 81, 000 is required monthly for purchase of their food items.  The pending bills against supply of animal food item amounts to Rs. 6, 48, 000 from October 2011 to May 2012. The zoo needs Rs. 1, 05, 990 monthly for payment of salaries to  five regular staff and Rs. 57, 000 to 10 casual staff. These poor casual staff are running without salary since the last  four months. The pending salaries from February to May reaches the figure of Rs. 2, 28, 809. The shop keepers of Miao Township have stopped supplying rations on credit to these casual staff for non clearance of existing credits. They are actually in dire straits.

The reason for not releasing the salary of workers in time is not understandable but the practical problems of varied magnitudes experienced by the poor workers can be gauged. But still they render their duties sincerely and efficiently.  Their hospitality, sincerity and efforts attracted 8, 100 visitors to the zoo in the last two years as per records based on sale of tickets. Therefore, they deserve encouragement and appreciation and not step-motherly attitude by not releasing their hard earned salaries for months. All is not well and attention of Chief Minister Nabum Tuki, who also holds charge of Forest ministry, is the need of the hour.

A Lok Sabha MP on a different mission

Dear Editor,

It was a rare occasion for the people of Dambuk to witness a VIP visit during the mid-summer month of June when the place is virtually remains an island with its road communication cut off from all the three sides. By visiting the place during such a time of the year when the people are least expecting any VIP visit, Ninnong Ering, Member of Parliament (Lok Sabha), Arunachal East Parliamentary Constituency has not only surprised them but stole the heart of the people of this landlocked sub-divisional headquarter.  Mr Ering mesmerized the people by his extra-ordinary zeal to cross the raging Sissiri river on back of a Elephant instead of availing VIP Helicopter service that too by taking the rider’s seat and maneuvering the elephant by himself across the river.

For the people of Dambuk it was more than a mere VIP visit as they often felt that they are left on their own fate in such difficult time of the year. In fact, he was a Good Samaritan coming home for them. During his visit, the Lok Sabha MP announced a Package of Rs 45 Lakhs to be provided from his MPLAD fund for this trouble torn place. The package includes 25 Lakhs for construction of new Musup (Kebang Ghar) at Remi Village, 10 lakhs for construction of Gangging (Donyi-Polo Prayer Hall) at Dambuk, 5 Lakhs for construction of Staging Hut near new SDO Office Complex and another 5 Lakhs for Flood Protection Work at Bomjir Village besides assuring to look into other grievances faced by the people. This kind gesture of the MP, though not sufficient for people of the area, will always be cherished in years to come.

For Ering, it was not only the first time to directly address the people in time of need but he was always among the first to visit the places in his constituency during trouble time whether it was communal tension at Roing or the protesting anti-dam activists of 2700 MW Lower Siang Hydro-Electric Project at Siang Belt. Indeed, he is a true ambassador “For the People” UPA Govt. at least in his constituency.

Yours’

Ajay Saring, Dambuk

Global policy topreserve planet earth

The policy advocacy organization, World Future Council presents an emergency policy agenda consisting of 24 tipping-point policies that need to be implemented globally to preserve a habitable planet.

It is observed that the growing climate chaos, biodiversity decline, ocean pollution and forest decimation  are threatening the very capacity of the earth to sustain life. The policy document, titled, “Saving our Shared Future – Best Policies to Regenerate our World”  is the result of more than five years of work with parliamentarians, national and international policy-makers, as well as scholars and civil society groups to identify, debate, legislate and implement breakthrough policies to enable the transition to a fair and sustainable future.

The 24 tipping-point policies are divided into four main areas of necessary policy reform. They include policies to speed up the global transition to renewable energy, policies regulating financial instruments, securing sustainable ecosystems, granting equal educational opportunities for women and outlawing nuclear weapons. Policy documents also proposed to  follow New Zealand’s lead and ban nuclear weapons in a phased, verifiable and irreversible manner.

It also advocated for implementation of feed-in tariffs, or policy mechanisms that can advance renewable energy, which are currently enforced in more than 60 countries and also proposed to  shift taxes gradually from labor to resources. The council aims to raise awareness on the crises afflicting the world today, and mobilise support behind the policy agenda.
